Can this computer play CSS and DoD?

possibly CSS on with slight lags every now and then. DoD? You should simply upgrade from ATI Radeon 3000 (integrated sucks) to a dedicated such as a gts 420-440 (450+ if u wanna go into higher gaming e.g. CoD, SC2, TW series).
