How do you use MAC Mixing Medium Water Based?

I have loose pigment powders of eye shadow from MAC and i am ordering MAC mixing medium in water Base.... Thats right, right? to get water base for eye shadow... anddd how do i use it... dod i apply it on the brush then dip into the color pigments or what?? Thanks xox.
