Do we need a DS-3053 if my husband is already stationed overseas?

My husband is stationed in Hohenfels Germany, and I need to obtain DOD passports for my son and myself before we can join him. My husband is not the father of my son, nor is his father listed on his birth certificate. Do we still need DS-3053? Do I need any other special permissions before I can obtain a passport for him?
