My army AKO, ALMS, ATTRS will not load on my home computer. I have no idea what else to try I have installed?

the DOD root certificate. I am trying to take my drivers training hazmat course but cannot access it from home. Any idea how to get these army sites working from the house once again. I disabled the UAC, have site added to safe list, TLS 1.0 is checked in advanced controls. Ive exhausted the google help me out people.
